Bob Huff, Senate Minority Leader?

Capitol Weekly is reporting that Diamond Bar Sen. Bob Huff is one of two Senators being considered for Minority Leader by his fellow Senators.

Huff was elected to the Senate in 2008 and is currently the Republican Caucus Chairman.

His competition is San Diego area Sen. Joel Anderson.

Current Leader Bob Dutton, who is term limited, will be running for the State Assembly. Dutton previously served one term in the Assembly, so he can serve two more.

Senator Huff Seeks Artist Submissions for Capitol Contest

Artwork Winners Will be Displayed at State Capitol

SACRAMENTO: Senator Bob Huff (R-Diamond Bar) is now seeking entries for the California State Senate art show, which features local artwork from every corner of California. Artists from the 29th Senate District can submit as many works as they would like, and Senator Huff will select the entry that best represents his district, which covers portions of Los Angeles, Orange and San Bernardino Counties.

“Artwork entries can include oil paintings, works on paper, weavings, wall hangings and sculpture,” said Senator Huff. “However, the works must be no larger than three feet by five feet, as space at the State Capitol is limited. The purpose of this event is to showcase California’s original artists.”

The California State Senate art show competition is open to all ages. All submissions will be treated with the utmost respect and care and will be safely returned to artists at the end of the exhibit.

Artists who wish to enter the contest should send a photograph of the artwork submission, either by mail or email, with a brief description of the entry. Artists should also send a brief description of themselves and why they feel their artwork best represents the 29th Senate District.

“The deadline for submitting entries is February 23rd,” said Senator Huff. “That will give my office time to review each entry, notify the winner and ship the art to the State Capitol in Sacramento by March 18th.”

Entries can be delivered to Senator Huff’s District Office in Walnut. The address is 20888 Amar Road, Suite 205, Walnut, CA 91789. Photos of entries can also be emailed to Senator Huff through his District Director at tim.shaw@sen.ca.gov. Please put California State Senate Art Show Submission in the subject line.

Today Senate Republican Leader Bob Dutton named Senator Bob Huff the Republican Caucus Chair. This makes Huff an important part of the Republican leadership team.

Bob Huff Announces "There Ought to be a Law" Contest Winner

Bob Huff has announced his "there ought to be a law" contest winner.

Senator Bob Huff (R – Diamond Bar) announced today that James M. Dorn, from Chino Hills, CA has been chosen as this year’s There Ought To Be A Law contest winner.

After reviewing over 40 submissions, Senator Huff has decided to take on Dorn’s idea as part of this year’s legislative package. Dorn’s bill will ensure potential legislation is available to the public and to legislators for at least three full business days prior to a vote in any committee in either house after it has been amended.

“Providing adequate time for legislators and the public to review bills gives Californians a way to hold legislators accountable, which is essential to a more transparent government,” Senator Bob Huff said. “I am pleased to carry Mr. Dorn’s idea and this powerful message to the halls of Sacramento.”

Although the California Constitution currently provides for a 30 day review period after each bill is introduced, there is neither a mechanism in place to ensure it is actually reviewed, nor is there any set time set aside for review once the bill has been amended. This 72 hour period will help remedy this issue.

There Ought To Be A Law submissions came in from across the district and touched on a wide array of issues. Senator Huff is happy about the response to the contest.

“This contest provides the chance to hear directly from constituents about what matters to them most,” commented Senator Bob Huff. “It is a great way to gain a better understanding of what is important to the people who are affected everyday by decisions in Sacramento.”

Besides having his idea taken through the legislative process, Mr. Dorn will be invited to join Senator Huff for lunch in Sacramento and will receive a California State flag that has been flown over the Capitol.

Senator Huff Expresses Outrage Over Approval of Edison's Tehachapi Transmission Line

Transmission Line Will Be Within 75 Feet of Chino Hills Residential Homes

Senator Bob Huff (R – Diamond Bar) expressed today his extreme displeasure with the decision by the California Public Utility Commission (CPUC) to approve transmission lines proposed in Chino Hills. These lines will be placed within 75 feet of Chino Hills homes in potential danger to the safety of residents.

A small portion of the project passes through the community of Chino Hills. This is the only community along the 173 mile route where Southern California Edison (SCE) proposes to construct 200-foot high, 60-foot wide poles within 75 feet of homes. SCE has never done this before. Nor has any utility in the country ever installed a 500,000 volt transmission line so close to existing homes. Over 1,000 homes will be within 500 feet of the line, along with daycares, places of worship and parks.

“I have been opposed to the placement of the transmission lines within residential neighborhoods of Chino Hills since the project was first announced. I have advocated for the alternative route proposed by the City of Chino Hills and a diverse coalition of environmental groups because it would have reduced transmission infrastructure and provided for better safety for the community,” stated Senator Huff.

Evidence uncovered in hearings before the California Public Utilities Commission (CPUC) shows that despite SCE’s adherence to approved construction standards, over the past 40 years numerous SCE towers have collapsed. Needless to say, this is a huge concern for the residents of Chino Hills.

“While I recognize the need for renewable energy to power our growing population, I don’t believe it should be done at the expense of the safety of the citizens of Chino Hills,” continued Senator Huff.

Congressional Prospects

A few days ago I wrote that Sen. Bob Huff was being mentioned in circles as a possible Congressional candidate if an incumbent retires and/or redistricting creates a competitive seat for a Republican. I thought I would list a few others mentioned as possible candidates for a possible Three Corners new seat or retirement of an incumbent in the next 2-6 years after reapportionment. The 2012 elections would be when the newly drawn Congressional lines would go into effect. Please remember that this is all speculation, so that is what makes it interesting. Feel free to add your thoughts.

Assemblyman Curt Hagman-His current seat includes a large portion of the current 42nd seat. In fact the 42nd contains almost all of his Assembly seat. Reapportionment will probably take the southern portion of the 42nd away and replace it with more of the Inland Empire. This would make Hagman or Sen. Bob Huff the strongest candidates for, the new 42nd when Rep. Gary Miller retires, or a competitive new western Inland Empire seat held by a Democrat.

Assemblyman Jeff Miller- Miller has earned his stripes in the Riverside County Republican Party and would be considered a favorite when fellow Corona resident Rep. Ken Calvert retires. The only question would be how much of Orange County the new district will contain. Chances are that the 44th will lose its Orange County section and move farther east. But if Orange County makes up more of the district at least one Orange County elected would make a run. Miller caused speculation about his future when he put his district office in Mission Viejo right on the border of his Assembly district. Many think that Miller suspects a future State Senate or Congressional run will involve that area of Orange County.

Assemblywoman Norma Torres- Torres is a Democratic possibility if a Republican held seat gains the entire city of Pomona. Also, Rep. Grace Napolitano's seat will probably move east and north taking in more of Torres' seat. She is in her first term in Sacramento and really hasn't made much of an impact. It was rumored that her fellow council members in Pomona were thrilled that she was elected to the State Assembly so that they no longer had to deal with her, so that might play into if they would take a shot at a higher office.

Orange County Supervisor Chris Norby- Norby is expected to win the 72nd Special Election, which makes him another strong 42nd seat candidate. It was rumored several years ago that Norby was thinking about challenging Miller in a primary, so he has definitely thought about Congress. He has recently shown that he can best the party establishment in an election, so that certainly makes him a Wild Card.

San Bernardino County Supervisor Gary Ovitt- Former Ontario Mayor Ovitt currently represents a large portion of the 42nd and Rep. Joe Baca's seat. If Miller retires or Baca's seat becomes more competitive, Ovitt would be a strong candidate. He is very well regarded in the district and has been very involved with the county Republican Party.

Former State Senator Dick Ackerman- When Rep. Chris Cox retired, Ackerman was seen as the favorite until John Campbell jumped into the race, so he has an interest in serving in Congress. Ackerman could be a possible candidate for Miller or Rep. Ed Royce's seat upon retirement. Ackerman has moved before and would probably do it again. He has represented several cities in both current districts. Reapportionment could possibly move most of Northern Orange County into one seat, making him a strong contender if Miller's home town of Diamond Bar moves into another district and Royce retires.

Senator Gloria Negrete McLeod- Her senate seat includes most of Baca's 43rd seat. She would be a strong candidate for his seat when he retires. She does have a portion of Miller's Congressional seat, but not much. With the bad blood between her and Baca it is also possible she could challenge him in 2014 when she is termed out. She could possibly tap into locally elected Latina Members of Congress who have a feud with Joe Baca and his desire to place his kids in elected offices.

Other possibles include former Senator Joe Dunn, former Assembly Members Fred Aguiar, Lynn Daucher, Todd Spitzer and Bob Pacheco, Anaheim Mayor Curt Pringle and Orange County Supervisor Bill Campbell.

A look ahead at 2012-Senate District 29

Yes, I know it is early but it is never too early to start talking about 2012 political races. Sen. Bob Huff should have no problem winning re-election, if he chooses to run again.

2008 Democratic nominee Joseph Lyons terminated his campaign on June 30, 2009, so we suspect he will not make another run.

Sen. Huff's name has been mentioned as a possible Congressional candidate if a Democratic seat becomes competitive because of reapportionment in the 2012 elections. Several Democratic seats could move east making them more Republican, and possibly causing Huff to move to a neighboring district that he currently represents in the state Senate. Also, Diamond Bar, his hometown, could be placed in a Democratic district.

His name is also mentioned as a possible replacement for Rep. Gary Miller or Rep. David Dreier if one retires. No one knows how the Congressional seats will look after reapportionment for the 2012 elections and either seat could represent Diamond Bar. Both may not be retiring anytime soon, but one never knows.
